CONDITIONS AND ORDER FOR ADMISSION OF STUDENTS
IN RAKOVSKI DEFENSE AND STAFF COLLEGE

The admission of students in Rakovski Defence and Staff College is done after a competitive test according to the number of the students approved annually by the Council of Ministers.

The conditions and order of admission in the College are defined every year according to regulations approved by the Minister of Defence.

 

I. Admission of students for training in the National Security and Defence Faculty for acquiring an educational and qualification degree “master” in “STRATEGIC LEADERSHIP OF THE DEFENSE AND ARMED FORCES” (A GENERAL STAFF COURSE) in professional field “Military Science”.

1. The students are admitted after a competition test and individual interview by :

space- The Joint Chiefs of Staff – for the candidates from the Bulgarian Army;

space- Commission appointed by a Ministerial order– for the candidates from the Ministry of Defence and the structures, subordinated to the Minister of Defence.

2. The candidates should have graduated from the Command and Staff Faculty of the Defence and Staff College and meet the requirements, set in art.77, par.2, 3 and 4 from the Regulations for Active Duty.

3. The competition test is carried out in the Defence and Staff College and consists of:

space- A test for determining the IQ

space- Solving a case from a leadership situation

space- A test for determining the social abilities of the candidates

space- An interview.

4. The form of education is regular.

 

II. Admission of students for training in the National Security and Defence Faculty for receiving an educational and qualification degree ”master” in “NATIONAL SECURITY AND DEFENSE” from professional direction National Security.

1. Individuals should meet the following requirements to be allowed to take the competition test:

space- To have a higher education degree, not lower than “Bachelor”.

space- To have been recommended by the leaders of the corresponding structures.

2. The candidates submit an application (for the officers - a report) in the determined deadline to directory “Personnel Policy and Social Adaptation”-MoD, and those, who apply for paid training – to the Chief of the Defence and Staff College. A copy of the Diploma for higher education is given with the application.

3. The candidates for training take a competition test on “Bases of National and International Security”. The competition test is written, anonymous and is held in the Defence and Staff College “G.S.Rakovski.”

4. The final result of the candidates is formed as a sum from:

space- The doubled mark from the competition

space- The average mark of the Diploma for the higher education.

5. The education has a regular, extramural and evening form.

 

III. Admission of students for training in the Command and Staff Faculty for getting an education and qualification degree ”master” in specialties from professional direction “Military Science”.

1. For education are admitted officers on active duty from the following specialties:

space- “ORGANIZATION AND MANAGEMENT OF THE OPERATIONAL AND TACTICAL FORMATIONS OF THE LAND FORCES.”

space- “ORGANIZATION AND MANAGEMENT OF THE OPERATIONAL AND TACTICAL FORMATIONS OF THE AIR FORCES.”

space- “ORGANIZATION AND MANAGEMENT OF THE OPERATIONAL AND TACTICAL FORMATIONS OF THE NAVY”.

space- “ORGANIZATION AND MANAGEMENT OF THE LOGISTICS IN THE OPERATIVE AND TACTICAL FORMATIONS”.

space- ORGANIZATION AND MANAGEMENT OF COMMUNICATION AND INFORMATION SYSTEMS IN THE OPERATIONAL AND TACTICAL FORMATIONS”.

2. Individuals should meet the following requirements to be allowed to take the competition test:

space- To have a higher education degree not lower than “bachelor'.

space- To have had a military rank ”captain” at least for two years, or a higher rank.

space- To have a first group professional appraisal.

space- The candidates for the regular form of training to be less than 36 years of age, and the candidates for the extramural form of education to be less than 43 years of age.

space- Not to have been punished under Art.282, Par.1, letters from ”g” to “i” from the Law of the Defence and the Armed Forces of the Republic of Bulgaria at the time when they apply.

space- To have clearance for classified information at minimum level “confidential”.

space- To meet the health requirements for training in the Defence and Staff College “G. S. Rakovski” in the corresponding specialty.

3. The competition is held in the Defence and Staff College ”G. S. Rakovski” and includes:

space- A written test in tactical /tactical-specialized/ training

space- An oral test in tactical /tactical-specialized/ training

space- Physical training exam.;

space- For those candidates, who do not have a certificate for language training, an entrance test in English, French or German. It is marked “failed” or “passed”.

4. The final result of the candidates is formed as a sum from:

space- The doubled mark from the written exam in tactical training;

space- The mark from the oral exam in tactical training;

space- The mark from the exam in physical training;

space- The mark from the Diploma from the University.

spaceFrom the final competition score are subtracted 0,50 if the mark is “failed” at the English, French or German test.

5. The training has a regular, extramurial and distant form.

 

IV. Admission of regular students for training in the “Command and Staff” faculty of “G.S.Rakovski” Defence and Staff College , for acquiring a Master's Degree in “MILITARY ART”.

1. Officers on active duty are admitted for training by specialties, as follows:

space“Organization and Management of the Operational and Tactical Formations in the Land Forces”;

space“Organization and Management of the Operational and Tactical Formations in the Air Force”;

space“Organization and Management of the Operational and Tactical Formations in the Navy”;

space“Organization and Management of Logistics in Operational and Tactical Formations”;

space“Organization and Management of Communication and Information Systems in Operational and Tactical Formations”.

2. In order to be admitted to sit for the examinations, candidates must meet a number of requirements. They must:

space- Have a higher education degree not lower than “Bachelor”

space- Have had the military rank of “captain” (or higher) for at least two years;

space- Have been evaluated and awarded 1 st professional adequacy group;

space- For the regular students, to be less than 36 years of age (less than 43 years of age for correspondence students), by December 31 st of the particular year.

space- Not to be serving a disciplinary punishment under Article 282, section 1, letters “g” through “I” of the Defence and Armed Forces Act of the Republic of Bulgaria at the time of application;

space- Hold a classified information access certificate for level “confidential”, at the least;

space- Be physically fit, in order to meet the requirements for training at “G.S.Rakovski” Defence and Staff College , applicable for a particular specialty.

3. The examinations are held at G.S.Rakovski” Defence and Staff College and include:

space- written examination in Tactics (Specialized Tactics);

space- oral examination in Tactics (Specialized Tactics);

space- physical fitness examination;

space- for candidates not holding a foreign language proficiency certificate – an entry test in English, French or German. The test is marked either “pass”, or “fail”.

4. The total grade of the candidate is formed as a sum of:

space- the doubled score from the written examination in Tactics;

space- the score from the oral examination in Tactics;

space- the score from the examination in physical preparation;

space- the total mean grade from the higher education diploma.

0.50 is subtracted from the overall grade, when the candidate gets a “no” at the foreign language proficiency test in English, French, or German.

5. The form of training is regular, correspondence and distance learning.
